If my fluid level is rite and I have no leaks
and I have good braking power and pedal
does not sink down , cylinders or master
cylinder doesn't leak then why are all four
brakes on every wheel still lightly rubbing the
rotors.

Master cylinder most likely, I have the same thing on my truck going on and know I am replacing all brake parts as my rotors, drums and pads all crystallized. It happen about 20 years ago on a Honda I had.

The brake pads and brake shoes do ride on rotors and drums. This is normal. As long as you can spin a wheel without any force, there fine. If you have to force a wheel to spin then there is a problem.
