I had to do this on the 97 Pontiac Bonneville. Unhook the battery for about 5 min. Reconnect. Turn key to RUN position, DO NOT TRY TO TURN OVER... VERY IMPORTANT, RUN position only, do not attempt to turn over. Leave in run position for 20 minutes. Then turn off and try to start the car. A little reset they fail to share with you. I spent weeks in chat rooms to find this bit of info, found it in one of the Pontiac clubs.

All GM Passlocks are replaced and reset the same. From early '90's to mid 2000's
Mark, Thanks for the suggestion, unfortunately, it did not work on this car. I have heard from others the problem is in the starter system because there isn't even a click when key is turned to crank position. On we go.
