2 brand new fuel pump will come on but no fuel come out

I have a 2002 Chevy Malibu fuel pump
went out I bought a fuel pump put it in the
pump comes on but won't pump gas out
of the tank I put three new fuel pumps in
and have the same problem will not pump
fuel out but will come on engine will not
start will turn over

Well the best thing to do if you know for sure the fuel pump is running, would be to check the fuel pressure. See if there is fuel pressure with a fuel pressure gauge.
