Heater blows cold air

Flushed heater core got minimal improvement.  
Then back to cold.  Water flows through core fine
when flushing.  Blend door opens and closes upon
visual inspection. Both heater hoses get hot but
not so hot you can't hold them.   Any ideas?

If hot coolant is flowing through the core as evidence by the heat radiating from the hoses, suspect a problem with the blend door and related parts. Make sure the temp knob on the dash controls is set to "hot" and ensure the door is not allowing outside cool/cold air to blend with what enters the cab of the vehicle.
