This problem can be caused by a defective spool valve in the steering box. It has springs in it and if they braked it will become very easy to turn the wheel. Also a bypass valve in the pump can get stuck closed, so the pressure is very high. Last, the gear box may need to be adjusted to factory specifications, this is done through the adjuster on top. This information is from my Ford Truck Shop Service Manual, Revised August 2005.
