My headlights will not turn off in the front when the ignition is off with keys out

My headlights will not turn off when the ignition is off and keys out, is this a
fuse issue or a short circute issue.

is there an "automatic" setting on your lights? sometimes if there is the lights wont shut off for 5 or more minutes key in or not.
