Starter stuck?

99 camry 4cyl auto

Replacing starter, starter is stuck.

Its almost as if its fused to the bell housing.   Have
tried penetrating spray, tapping with hammer/+
steel rod, boiling water to expand bell housing.  

Cant get it to mechanic, looking for options.

With the bolts out try turning over the starter using the key very briefly.
