Corvette shifter release

I have a low mileage, 1995 Corvette. The shifter has a release button on top of its shifter. This "lock", "release" will not release the shift so I can shift out of park unless I let the Vette idle for a while. This especially true when it is cold. Do you have any idea what the problem is and how do I repair it?
