I have a 97 Pontiac Grand Prix 3.8 and would like to upgrade to a gtp how would I go about to do this with not much money.

Easy. Buy one. There are lots of them out there and they tend to be reasonably priced. There are lots of well kept relatively low mileage ones around if you search a bit and I've noticed quite a few are owned by older drivers who just want to get rid of them, although they do tend to be the four door models which may not be what you're looking for.
