why is there no water flow?

2003 pontiac grand am. has no thermostat (bought it as is) and theres doesnt
seem to be any water flow.  is water flow perseptible in resivoir?

If you are talking about the reservoir outside of the radiator, you will only see flow into it when the radiator pressure cap releases it as the engine heats up. It will then move back into the radiator as the engine cools. Otherwise, start with a cold engine, remove the radiator cap, start the engine, and observe the coolant at the neck of the radiator. You should see flow at that point if, as you say, you do not have a thermostat installed.

Go buy one. It is necessary for your cooling system to function properly.

i put in a new thermostat to find resivoir had a hole on top and the 2 lines off resivoir were clogged. once cleared and new resivoir and cap finally began to hold pressure until water started pouring out tail pipe. head or exhaust gasket?

Some condensate "water" coming from the exhaust is normal. It is created by the combustion in the engine. If it is really more that a few drops continuously, check your coolant level and see if it is going down at about the same speed as is coming out your exhaust pipe. That will be a tell tail sign of internal engine problems like head or head gasket.
