have a 2002 jeep grand cherokee laredo, if i let it sit for a while or over night
it is hard to start have to turn engine over and pump gas or hold to floor, and
do this several times before engine start then sluggish for a second, checked
for fuel at shrader valve on rail after sitting no fuel or pressure, pump cycles
when key is turned on, there is a kinck at the plastic part of the line that
connects to the metal line at the filter

There is a fuel pressure regulator/filter on top of the fuel tank at the fuel gauge. The tank will need to be dropped to change this pressure regulator. After you remove the electrical and fuel lines and fuel fill and vent tubes you can drop the fuel tank. There will be a metal spring steel bracket to remove to gain access to the regulator valve. Remove all the dirt that will be at the top of the tank before you remove the valve. Pry it up with steady force and it will pop out. It's a tight fit with two O rings that retain it. There will be a foam gasket that you need to reuse also. Don't tear it. Apply some lube on the new pressure regulator and press firmly to install the new one. Reinstall the metal clip. This valve has a one way seat in it. When it goes bad the fuel system can't remain at pressure to start the vehicle eventually. Your fuel pump works intermittently to maintain pressure sufficient to injject fuel into the cylinders via the injectors.
