using to much coolent

04 pt cruser using to much coolant doesn't run hot but after every drive I have to add coolant to it whats the problem,also my engine fan doesn't work or I just haven't hurd it thanks

the fan should not come on upon startup, is their oil inn the antifreeze or vice versus. does it blow white smoke
