my 01 explorer sport wont go higher then 4000rpms in park or driving

It's a v6 4.0 automatic

couple things come to mind,could have jumped time,the cat converter could be stoped up,causeing back pressure inside the motor,same with the muffler.also the fuel filter could be cloged up and need replaceing.
