Won't start tires locked even in neutral cannot push

Drove fine one day when to start the next
day would not start won't do anything
wheels are even locked can  can put it in
neutral can't push or pull it shows on
dashboard vehicle in lockdown

Yes try to jump it brand new battery and it still won't do anything All the lights and dashboard lights work and has a security lock on the dash that says it's in lockdown
