I have an older Jeep pickup that I was having lots of trouble with the fuel gauge. It turned out to be a bad ground wire from the sending unit on the tank to the frame. Check the ground connection near the fuel tank.

If not the ground connection, the gauge itself may be bad.

The cluster is more than likely bad. Common problem and easy to replace. They run about 135 dollars and easy to replace. Had same problem on my 2003 1500. Each gauge will go bad eventually . About 20 min to install. Look it up.
