What would cause steering of my 98 Toyota Camry to be tight

Check the power steering fluid level but you may need a new pump.

Add some Lucas Power Steering Stop Leak to power steering pump it not only stops leaks but corrects hard steering.
Check the condition of your power steering fluid and level. If the fluid is a dark colour not red, it's time to replace it. You can top up if low. Other easy fixes are PTFE or Teflon spray. Look down in the car and there should be a knuckle that rotates in the car near the pedals and one in the engine near the firewall. Spray these areas and turn the wheel. Should help it return to center and be much easier to turn.
