NO INJECTOR PULSE. Please help !!

I bought a 89 Ford Bronco 2 2.9  knowing
it didn't run. We got it cheap hoping it's
just a small issue. The motor was recently
rebuilt. It fires on starting fluid. It has 40psi
of fuel pressure.  if we ground the injector it
fires. Where does the pulse for the
injectors come from?

It comes from the computer, the PCM. I see lots of info on line in how to test, and check the injector pulse.
