Is there a way to benefit from sales tax if I sell my car to a non-dealer and buy
another car from a dealer or private seller?

The buyer only pays sales tax during a vehicle transfer, not the seller. So if you buy privately, the cost will sometimes be less, so less sales tax, than if you bought for a dealer.
