New listing fee?

Has cargurus changed the policy for listing a car for sale, from free to
fee for listing?

I have Camry SE 2014 with 67K miles. Should I change transmission Fluid. If yes then should I flush or change with drain. Dealer said they have both options - it is my choice. Also when I should change brake fluid (if I should do with dealer or any regular workshop)
