Will the top end of a newer 99 Chevrolet extended
cab 1500 Silverado  with the vortec motor fit on
bottom half of a 95 Chevrolet extended cab 3500
dually

If there both 350s yes you can put the vortec heads on a older 350. But the intake manifold will have to be changed. Vortec heads have a different angle for the intake manifold to bolt on. And takes only 8 bolts to bolt down.
