There is clear film flaking off the inside of the windows of a ford territory 2005. What is it?

The windows are tinted but the tint is on the
outside. The flakes are clear and don't seem
to be making any difference to the tint when
scrapped off.

Tint film is on the inside. So it is protected by outside weather and abuse....Take a razor blade...Scrape all the tint off... Clean it with some baby soap and water and place new tint on inside of window. Or have it professionally done if not comfortable doing it yourself..
