whats the difference between the 1969 and the 1970 Cadillacs? What about the seat
height?

As far as appearence on the outside goes, the difference is the grill on the DeVille and Coupe DeVille models. I would guess that the seat height is the same.

The bodies of the Devilles are the same, but the steering wheels (69 is a rim blow, 70 is conventional horn), rear trunk lock cover, grilles, headlight surrounds, and hood emblems are different. Basically the same car.
