2001 gmc sierra 2500hd no power anywhere, batteries are good

I have absolutely no power anywhere, tested batteries, one is brand new and the other is reading 11 volts, no lights in the cab or on the dash...also sometimes has a buzzing noise below the drivers side floor board.  Nothing at all happens with key on, and even sometimes when the key is pulled out the door will continue to ding...really has me flustered, any help is greatly appreciated!

The battery reading 11 volts is either discharged or bad, have it tested.

A good battery should read about 13.6V. 11 volts means it is about 95% discharged. Low voltage does strange things to electrical devices.
