Why engine speed cant get steady?

When changing gears from 12345 the rev increases
and then comes back to normal. i took the vehicle to vw techician
for a diagnostic the results were normal.the clutch was also tested and was found to be in good working order.still having difficulty in sorting out problem.

Is your car idling at around 800 rpm? If someone tweeked it up to 1200 or so, when you depress the clutch, it will rev high in between shifts.......
