I am loosing power wit black smoke coming out tail pipe when u floor the car

Black smoke is unburnt fuel. Your '83 DeVeille is running way rich. There are probably adjusting screws on carb, although that part is a guess

I stand corrected. I assumed an '83 would have a carb....GM used them until 1990 on Oldsmobiles. But that does not change that it's running rich.
