bought wrecked . it wont shift from park running or not running ; when in park it is still in nuetral?

No, when a auto is put in park, it is lock. A pin in the tranny "holds" the car. I am not sure about your car, you said it was wrecked... how bad is the damage? Was the drive train damaged?
