Does the 1966 Beetle have heat?

Yes, the heating systems improved quite a bit from the 50s to the 70s. To improve the heat in your Beetle, I suggest installing an electric fan/blower motor under the rear seat behind the driver. When "plumbed" from engine duct, This will pump and help force the warm air thru your left heater channel up to the driver and drivers windshield. Carry a can of de-icer and install "artic" blades on your wipers. Make sure your Beetles thermostat is properly adjusted and working -very important. =JAH JCC
