rear lights not working at all. brakes, blinkers, none. checked fuses. also this is a cop car with a ton of electrical stuff in the trunk. Any ideas where I should start?

This car was rear ended and I have put it back together not changing any wiring. None of the lights in the rear works. I do not know if this was an issue before it was brought in or occured after the wreck but cant seem to find the problem.
