I don't know how it would work in Pakistan, but in the US we take our title and registration along with our identification to the dealership and they can order one for you. It is costly and takes some time.

Don't know how the rest of the world does it but the Mercedes dealers in the Puget Sound area of Washington state go one anal step further than the above explanation states. I called three different dealers (Seattle, Bellevue and Lynnwood) in the area. They all said that I needed to bring the car to their location (along with the previously mentioned documents) before they could order me a key for my 31 year old 190D. The key was $140.00 or there abouts. Towing the car to the dealership (I had lost my only key) added $200.00 to the price of the key. The second and third keys that I ordered at the same time were a bargain at $20.00 each.
