'00 VW Jetta thinks it's being stolen...

Ignition turns over (radio, etc works) but does not start engine. Mechanic says
the car thinks it's being stolen and turns off the fuel pump. Any idea how to
fix/disable this? Mechanic is not sure what to do, I don't want to spend a lot of
money on him just guessing.

I should also note that the alarm itself is not going off, not sure why he thinks it thinks it's being stolen...
