1989 Ford E250 club wagon xl

I have two tanks, both have new fuel pumps, installed today. When I run on the
rear tank everything goes well. When I switch to the front the engine stalls out.
I unplugged the fuel relay and it would not start, plugged it back in and rear
tank will run, but front will not. I emptied out all the gas out of the front and
replaced it with new gas. Is there a relay for each tank? Where should I be
looking next?
