is it possible that both 2157 bulbs blew both filaments? perhaps a lightning bolt hit the car?
I don't think so. Both bulbs have been replaced and the 15amp fuse has been replaced any other thoughts?

the switch is a non-conductor either worn or wonky~ hey it has a screw nose that can be adjusted...adjust it with a guy looking at the car to tell when they come on~ https://www.google.com/#q=1989+Toyota+Camry+brake+light+switch&tbm= shop

use an inspection mirror from NAPA so you can see up in there~
