2022 Outback Tailgate opened but would not close or open fully again

Probably needs reset. If the owners manual doesn’t contain information on how to do it then the dealer can, it might still be under warranty.

Your "22 is still under warranty and you should not do anything to it. Just take it to a dealer. The problem is with all those electronics: sensors, limit switches, motors, and their calibrations. This can get out of adjustment just by slamming the tailgate, or restricting movement in any way.
