I have tried several inner tie rod tools to remove the inner tie rods on my lincoln mark 8 with no sucess

I'm assuming you have tried a separator tool/fork? The tie rods have a tapered shaft that needs to be separated by driving this tool between the tie rod end and the steering link.

No the Inner tie rods I have tried many but they dont fit over the tie rod ball. The tools i have purchased are either to big and wont fit inside the rack.
