Power steering pump was replaced but still hard to turn and noise is still bad

I had my power steering replaced twice. Both times the
noise continues and the steering was still hard. I don't
know what else to do. I have a brand new pump in but
when I start my car up it still makes that terrible noise and
is still hard to turn. Please help

You should try replacing the power steering hoses also. They will break down internally, blocking the flow of the fluid.

Up above your question does not say pump. You have replaced the pump twice? Has the rack & pinion unit or tie rods/bushings/ball joints been inspected yet? Its most likely the hoses. Its a good time to see how well the front steering & suspension parts are doing. If yours has one of the optional in-line filters installed, pull it out/remove and try it with out it or replace it, it will be in the lines, one style fits inside the hose the other is like a in-line fuel filter.

I have a friend with a Kia soul. Had the same issue so I loosened the power steering pump, then tightened the alternator belt, then retightened the power steering pump and solved his issue. His power steering pump runs off of the alternator pulley. Tightened the double red arrow belt in posted pic.
