Front end won't Engage in 2WD but rear end still works in 4WD..? Why?

I have a 1984 Subaru Brat, problem is it seems like the front end doesn't
want to engage to spin the tires at all when I put it in first gear. But if I put it
in 4WD the rear end will still work to push the car along. Whats happening
in the front end to cause it to not get into 2WD and have the front end
work?
I have replaced both front CV axles, brakes and rotors, ball joints for the
lower control arms, and wheel bearings on one side.
