Do I have to remove the rear bumper in my 69 Catalina to get the tail light
assembly out

Take the lens out by removing the screws that hold the lens in place. Bulbs will be exposed and able to be changed but if you ned to remove the whole assembly, you may find screws behind the lens that mount the assembly to the bumper. You should not need to remove the bumper.
