My 2009 camry radiator fans both work at high speed even when the a/c is off

I had front end damage, after repairs were made, both radiator fans comes
on at the same time and only work at high speed.

During repairs...did they have to replace the radiator and ac Condenser? Any warning lights on or Flashing? What engine in this vehicle?
