I have a 2002 ford explorer - the steering wheel locks and I can not start the car - now my brake lights will not work unless the steering wheel is raised to highest level? HELP - it was my grand mothers car in great condition

If the wheel is locked, and the key will not turn, grasp the wheel with your left hand. The wheel should move slightly either to the left or right. While turning the wheel slightly in whatever direction it slightly turns, rotate the key to the on position. This should unlock the steering wheel. As far as the brake lights, it sounds like a pinched or shorted wire inside the column. Visually check for the condition under the dash near the brake light switch.
