have all lights except headlights, fuses ok what could be the problem?

There is no fuseable link at the starter. Like tennisshoes said, the Headlight switch or the multifunction switch. I would certainly try a test light at one of the headlight sockets just to make sure you don't have 2 burned out headlights (rare but possible).
