This is from my 1989 mercury cougar is it suppose to be one piece or two? Ignition switch. Also why doesn't the part look the same on eBay?

You're still missing a piece, look at the steering column where you found these parts look for 2 8mm screws holding a tin plate, that's the base of the switch.
