1999 Cougar idles super fast when shifting gears with manual transmission

I have a 99 Mercury Cougar with a manual transmission, it idles at normal
speed when you start it up, but when you take off and shift gears the idle is
really fast.  It takes at least 5 seconds or more for the idle to come back down
when you stop and put it in neutral.   
Any help would be appriciated.

thanks for the reply... the throttle cable appears to be in great shape, it moves easily both directions when you visually inspect it with someone pushing on the pedal. I'm pretty sure it has to be something electronically controlled, but not sure what. there is a second cable that i think is the cruise control, but neither the speedometer or cruise control work, but thats another issue that i need to address. If you have any other input i'd appreciate your advice.
