i have a 2016 dodge charger  when i went to start it this morning the break
pedal was hard but i still pushed down a hit the start button. the car wanted to
start but it just had like a shocking sound so i push the button to turn it off. i tried
it again and it did the same thing. can some one give me some advice please :)

2016 = under warranty. Take to dealer for warranty repairs

That's what I was going to say. Why waste your time on this forum when your vehicle is under warranty?

i was just asking to see if there was a faster solution. the dealer is telling me its going to be over a week for service :(

yeah i found one and they said a week :( that suck bad. i wish someone new what i was talking about so i can fix it myself

Does your car warranty include roadside service, or do you belong to an organization like AAA that has roadside service? If so, you could probably get help within hours rather than a week. They should be able to troubleshoot the problem and let you know what's wrong.
