Can a new computer be programmed?

I am being told that the new computer in my 2008 can no longer be
programmed to run the vehicle.  I find this unusual.

Check with a hot rod shop. They may have information on computer programming gurus. Most Ford dealers won’t deal with the now defunct Mercury stuff.

Find another shop or the Dealer who has the software to do it. Hope that helps! Jim
