How to Stop Middle Seat from moving forward

2003 chevy Suburban 1500, the middle row bench
seat is a 70/30 split. The top (part you rest your back
on) of the larger side (behind drivers seat  - middle of
vehicle) will not stay latched or "locked" into place.
When you brake hard it slightly moves forward, like
it’s going to fold.

The latch mechanism is just worn out. It's a twenty year old car and things do occasionally need work. See if you can access the latches and lubricate them with WD-40. that might be enough to displace the dust & gunk build-up and that might do it.
