Is it safe to drive my 2005 town car while the rear air bags won't inflate?  that is
without causing tire or body damage?

It is not recommended but you can drive it. Remember the weight of the rear portions is resting on the rubber suspension block so the ride will be severe. Do not run over speed bumps or into any potholes, doing so will damage the vehicles, drive it slowly and with great care. Get this fixed ASAP. You might consider going with a regular spring suspension if your going to keep the vehicle.

On something this old you'll need to replace the air suspension with a conversion kit. Jim
