Is there a difference in fenders for a 442 and
cutlass s?

No. I had a 69 once, 442, Cutlass, F85s all had same fenders. In 68 and 69 they did have a different rear bumper, and for those two years the 442 had the under-bumper front air scoops, and the Hursts had hood scoops.
