So the battery has a full charge and connections are good, on both ends not just at the battery. Two voltage circuits at starter motor, one comes from the battery, hot all the time. The other circuit goes hot when crank relay is energized. You can use a test light to check for voltage. Any testing at starter motor make sure tranny is in park or neutral and parking brake is set. The starter motor grounds through engine block. You can see crank fuse in diagram, hot all the time. See the relay, for testing, you can unplug it, use jumper wire between the terminals on switch side of relay, terminal 30 and 87. The starter motor should crank the engine, remember park or neutral and parking brake set. Using the jumper your bypassing everything just to see if starter will crank the engine? Your bypassing the ignition switch--the computer--the neutral switch-- the control side of relay and security system, if involved.

I had this same problem with my 2009 cobalt check to make sure you have constant power on pin 19 red and white wire at ecm if so check pin 20 pink wire for hot on with switch on if so the other conector black and white should be g105 connected to trans if all good replace ecm
