should my fuel pump run continiously with key on if I have bleeder valve under hood open

truck won"t start after sitting a few days.Fuel pump has 24000 miles on it new pressure
regulator and filter.Smells flooded when trying to crank.If I turn key on and hold bleeder
valve under hood down should pump continue to run.Pump is pumping very good thru
filter and at intake with lines loose

swapped horn and fuel relays to no avail.It will almost start at times and seems to be running at 25rpms but won't catch up.When it finially does crack operates perfectly no rough idle or hesitation and will start back normally.

fuel pump isn't running constant.truck was running perfect last week,left for holiday weekend and 4 days without running now can't get it to start at all even with starting fluid.I'm baffed working fine when parked,actually made a 300 mile trip pryor to parking it.

Another way to test for a bad or continuous running fuel pump is to Disconnect the Battery? It should shut off immediately !
