5s-fe 2.2l 4cyl took the belt out with out marking any marks going?

I have located the 2 potential timing mark on the cam shaft retainer seal one mark looks like a drill bite made it and line up perfectly with the drill hole through the cam shaft pulley (Located 10:00-10:15 one this seal)and this mark I have tried 4x and engine will not start. Hope by doing this would rule out if I was a one tooth off one way or the other. This other mark is located 11:00-11:30 I have not tried this one yet but this one looks like someone put the seal retainer ring on with a flat head screw drive pound with a hammer but on closer look it could be a machined mark but does not line up the best with the cam pulley drill hole and when lined up the piston NO1 does not seam at TDC just a little on the down stroke. Never been trained in mechanic but have done almost all my Owen repair HELP????
